１．

「森里海連環学教育プログラム」の概要

「森里海連環学教育プログラム」は、農学研究科、地球環境学堂・学舎、人間・環境学研究科、フィー

ルド科学教育研究センターなどが共同で、京都大学学際融合教育研究推進センターに設立した森里海連環

学教育研究ユニットによって提供される、流域・沿岸域の統合管理を学ぶための学際融合教育プログラム

です。2013年度から京都大学のすべての大学院生を対象として、森里海連環学を修め国際的に活躍する人

材を育成するために開講されています。

森里海連環学とは、森林、河川、里域、沿岸、海洋などの生態系が人間の活動や開発によって劣化し、

これら生態系間のつながりが分断されていることが、自然環境の悪化、生物多様性の低下、自然生産力の

減少など、人類の持続可能な発展を脅かす地域的、地球的問題の重要な原因であると考え、生態系とその

つながりを修復し、人と自然の関わり方を考え直すための新しい学問です。森、里、海におけるあらゆる

学問が包摂されます。

教育プログラムでは、そうした学際的・異分野融合的領域を有機的に結合した幅広い講義を用意してい

ます。講義は、必修科目として「流域・沿岸域統合管理学」、選択科目として、森を中心とした講義、海

を中心とした講義、里を中心とした講義、総合的な視点からの講義を提供します。講義は基本的に英語で

行われます。

この教育プログラムは、国際的に活躍するための高レベルな内容となっており、現在の日本の環境問題

に危機感や関心を持ち、自分で貢献できることを探そうと考えている大学院生にとっては、この教育プロ

グラムは必ず有用なものとなります。

「森里海連環学教育プログラム」の科目構成と修了要件

（１）科目構成

教育プログラムは、京都大学農学研究科、人間・環境学研究科、地球環境学舎から提供された科目で

構成されています。

①必修科目……

１科目（２単位相当）を必修

流域・沿岸域統合管理学 （２単位相当）

人間と自然環境の共生、持続的な関係を築くために、どのような人間活動の 管理を考えれば良いか、本教育プログラムの根本理念である「森里海連環学」 に基づいて、河川の流域から沿岸域までの統合的な観点から考える。講義は、 第一線で活躍する研究者を招いて、リレー講義方式で行い、原則として英語 で行う。

「森」を中心とした科目、

「里」を中心とした科目、

「海」を中心とした科目、森・里・

海を「総合」した科目に分類されます。

総合 持続的管理のために、自然環境と人はどのように関わっていけばよいのかを総合的に学ぶ。

森 森の動植物、土や水など、森が育み守ってきた生態系や物質循環を学ぶ。

里 「里」とは、人の生業や暮らしとしてあらわれる人間活動そのもの。これらと生態系や水、大気

との関わりと管理のあり方を学ぶ。

海 森から川を経てつづく海の環境や生態系、資源の現状について学び、どのように守るべきかを考

える。

（２）授業の言語

授業は基本的に英語で行われますが、科目によっては日本語で行われる場合もありますので、詳細は

シラバスを参照してください。

（３）修了要件

修了要件は以下のように、①2018年度から新規で履修する場合、②2017年度から継続して履修する場

合で異なりますので注意してください。

また、修了時期は、原則として各年度の３月です。

①2018年度から新規で履修する場合

必修科目２単位相当、及び「総合」「森」「里」「海」の４分野のうち少なくとも３分野からそれぞれ

最低１科目は修得し、それらを含めて10単位以上の修得をもって、教育プログラムの修了と認定します。

ただし、必修科目のうち「森里海国際貢献学Ⅰ」（１単位相当）及び「森里海国際貢献学Ⅱ」（１単位

相当）は、2018年度から開講しないため、未修得の場合は、当該単位相当分を選択科目から修得してく

ださい。

履修資格と履修期間

（１）履修資格

この教育プログラムは、所属研究科にかかわらず本学の大学院（修士課程、博士後期課程）に在籍し、

教育プログラムの修了を目指す大学院生であれば誰でも履修することができます。ただし、所属する研

究科（学舎）長の許可を得て、

「森里海連環学教育プログラム履修願」

（「４」を参照）を提出してください。

トへの履修届の両方が必要となりますので、特に注意してください。

記載されますので、この手続きを怠らないよう特に注意をしてください。この手続きを経てから、ユ

ニットへ履修届を提出して下さい。

教育プログラム履修生として許可される以前に、在籍する研究科（学舎）で既に修得した科目のうち、

教育プログラム科目（科目提供された各研究科（学舎）の正規の開設科目）と同一科目については、本人

からの申請に基づいて、ユニットで審査の上、教育プログラム科目を修得したものとして認定されます。

１．

CoHHO Educational Program - Outline

The Connectivity of Hills, Humans and Oceans (CoHHO) Educational Program is an

interdisciplin-ary program for studies on CoHHO provided by the CoHHO Educational and Research Unit. The Unit

has been jointly established by the graduate schools of Agriculture, Global Environmental Studies,

Hu-manity and Environmental Studies, the Field Science Education and Research Center, etc. The Program

is available for all graduate students of Kyoto University since April 2013 in order to develop

world-class talent in the area of the CoHHO studies and global environmental conservation.

Human impacts have accumulated in natural systems, deteriorated ecosystems, and broken the

con-nectivity between ecosystems. Through this negative inluence, serious environmental problems have

arisen locally and globally. CoHHO is a new academic discipline which considers understanding and

restoration of ecosystems, ecological connectivity and its linkages with human activities which are a key

part of the solution to local and global environmental problems. CoHHO draws from a wide range of

ac-ademic ields related to forest, human and ocean ecosystems including social sciences.

The Educational Program ofers lectures from a wide range of interdisciplinary, yet harmonized

ields. The Program includes the compulsory module “Integrated Watershed and Coastal Management”

and optional modules with lectures on forest, human, ocean and integrated perspectives.

CoHHO Educational Program – Program contents and completion criteria

(1) Program contents

The program consists of modules provided by Kyoto University graduate schools of Agriculture,

Global Environmental Studies and Human and Environmental Studies.

① Compulsory Modules

(2 credits).

Integrated Watershed and Coastal Management

(2 credits)

The module addresses how human activities should be managed in order to build symbiotic and sustainable links between humans and the envi-ronment. We use “CoHHO” which is the fundamental concept of the edu-cational program to learn about integrated perspectives and management Practice of river basins and coastal regions. We invite irst-class research-ers who are leadresearch-ers in the scientiic world outside of the univresearch-ersity to hold lectures which, are usually delivered in English.

Modules are classiied into four categories focusing on forest

ecosys-tem, human activities, ocean ecosystem and the category being the

integrated study of these three categories.

Integrated Integrated studies which focus on how humans and natural environments should interact in order to achieve sustainable management.

Forest The modules focus on forest ecosystems which are organized from the interaction be-tween biotic and abiotic factors in the material recycling.

Human

The modules focus on how people’s occupations and way of life manifest in the environ-ment. The contents focus on explaining the ideal way for humans to interact with, and manage, ecosystems, water and the atmosphere.

Ocean

The modules focus on the current situation of the environment, natural resources of the marine ecosystem—, which relate to the connectivity of forests and rivers—, and then stu-dents learn how to reserve the environments.

Please note the diference in the completion criteria between ① students who will enroll in 2018

and ② students who enrolled in 2017. The expected date of completion will be in March.

The Educational Program will be considered to be complete upon acquiring a total of 14 credits

or more including a total of 2 credits from compulsory modules. Students should register at least

three modules which belong to diferent categories among four optional categories (Integrated,

For-est, Human and Ocean categories).

The compulsory modules in 2017 “International Cooperation through CoHHO I, II” will not be

of-fered, therefore, please take credits from the optional modules, if the students have not completed

these compulsory modules yet.

Program eligibility and enrollment period

(1) Program eligibility

Any graduate student enrolled at graduate schools of Kyoto University (Master Course, Doctor

Course) who wish to complete the Program can enroll. However, the applicant has to be approved by

the Dean of his school and submit “The CoHHO Educational Program Registration Form” (refer to (4))

to the CoHHO unit.

(2) Enrollment period

The standard enrollment period is two years, but it is possible to complete the program in one year.

If students are still studying at the graduate school, including the doctoral course, they can enroll.

Enrollment procedure

Students who wish to enroll in the Program have to submit the “The CoHHO Educational Program

Application” (appended form) to the Unit Support Oice by

of the enrollment.

５．

Module registration procedure

In order to participate in this program, it is necessary to complete both (1) the application procedures

for ailiated graduate schools and (2) the “Educational Program Module Registration” to the CoHHO

unit.

All Program modules are derived from modules established by the graduate schools of Human and

Environmental Studies, Global Environmental Studies and Agriculture as the master course lectures.

The students have to carry out the designated registration for modules in their respective graduate

schools as well as for the attendance application procedure for modules from other graduate schools.

Grade evaluation is conducted according to this procedure and the acquired modules are recorded

on the grade register of your graduate school. So please take care not to forget this procedure.

Acknowledgement of previously acquired modules

Modules previously acquired from graduate schools before being accepted into the Program which

are equal to Program modules (regular modules to be provided by other programs) will be

acknowl-edged as being acquired from the Program based on your application after being reviewed by the

CoHHO unit.

Precautions for students who enrolled in 2017

(1) The completion criteria are as before (refer to 2(3) Completion criteria ②Students who enrolled in

2017). The compulsory modules in 2017 “International Cooperation through CoHHO I, II” will not

be ofered, therefore, please earn credits from the optional modules if the students have not

com-pleted these compulsory modules yet.

(2) There was a diference in the module names in 2017, however in 2018, the module names in the

Educational Program are equalized to those established by the graduate schools. At the time of

en-rollment, please conirm no overlaps.

〔授業の概要・目的〕[Outline and Purpose of the Course]

人間と自然環境の共生、持続的な関係を築くために、どのように人間活動の管理を考えれば良いか、本教育プログラムの根本理念 である「森里海連環学」に基づいて、河川の流域から沿岸域までの統合的な観点から考える。第一線で活躍する研究者を招いて、 リレー講義方式で行う。講義は原則として英語で行う。

This course addresses how human activities may be adjusted to build a symbiotic and sustainable relationship between humans and their environment based on CoHHO (The study of the connectivity of Hilltop, Human and Ocean) from the integrated management perspectives of river basins and coastal areas. Top caliber researchers who are respected authorities in their ield of disciplines will hold lectures in English.

・「森里海連環学」に基づいて、河川の流域から沿岸海域までの環境管理について、統合的な観点を基盤として考える力を養う

・To learn about sustainable symbiotic relationships between humans and nature.

・To explore methods of managing human activities to build sustainable, symbiotic relationships between humans and nature. ・To foster thinking with a CoHHO (the study of the connectivity of Hills, Humans and Oceans) perspective towards integrated management from watershed to coastal areas.

森林から沿岸までの生態系の相互作用や、人間活動の影響とその管理、自然と人との関わり方など、理系から文系までの幅広い専 門家が、それぞれの立場からの森里海連環学に基づく流域・沿岸域統合管理について講義を行う。現在予定している講師と演題は、 以下の通り。

初回はガイダンス。柳哲雄「世界における里海概念の展開」、宇多高明「人為改変による海岸浸食」、清野聡子「統合沿岸域管理」、 濱崎宏則「統合的水資源管理とマルチレベル・ガバナンス」、仲岡雅裕「陸水と沿岸の藻場」、田中克「海から見た森里海連環学」、 谷内茂男「流域ガバナンス論」、白岩孝行「巨大魚附き林」、牧野光琢「アジア太平洋漁業における生態系アプローチ」、川江心一 「WWFの取り組み；黄海とスマトラ島」、飯田義彦「生物文化多様性における国際ネットワーク構築のための地方行政の役割と挑 戦」、小林聡史「湿地の保全と再生」、松下和夫「地球環境問題とガバナンス」。講義の順番は未定。15回目の最終講義時に、フィー ドバックを行う。

The series of lectures is composed of diferent topics from natural science to social science focusing on theintegrated watershed and coastal management through CoHHO perspective. Guidance, Dr.T. Yanagi :Development of Satoumi concept in the world, Dr. T.Uda :Beach Erosion Arising From Anthropogenic Factors, Dr. S.Seino : Integrated coastal management in Japan, H. Hamasaki : Integrated Water Resources Management and multi-level governance, Dr. M.Nakaoka : Seagrass beds in land water and coastal area, Dr. M.Tanaka : CoHHO Study from sea, Dr. S.Yachi : Watershed governance, Dr. T.Shiraiwa : A large scale forest for ish, Dr. M.Makino : Ecosystem approach to the Asia Paciic isheries, Dr. S.Kawae : International environmental NGO, WWF’s practices, Dr. I.Iida : Roles and challenges of local governments contributing global network on bio-cultural diversity, Dr. S. Kobayashi : Conservation and restration of wetland, Dr. K. Matsushita : Development of Global Environmental Governance. The turn of the lecture is undecided. The last class will give feedback for further understanding of CoHHO.

本科目は、環境問題の基本性格と環境政策の原理・手法について、ミクロ経済学・環境法学・政治哲学等の分析手法を用いて考察 する。履修者は、講義やグループ発表の予習・参加を通じて、環境問題および環境政策に関する基本的知識を習得する。また、本 科目の履修は、英語による学術的な発表・討議のスキルを向上させる機会ともなるだろう。

This course aims to study the nature of environmental problems as well as the principles and measures of environmental policy by using concepts and ideas in various disciplines including microeconomics, environmental law, and political philosophy. Students will acquire basic knowledge on environmental problems and policies in the process of preparing for and participating in lectures and group presentations. The course also provides them with the opportunity to develop skills in academic presentation and discussion.

本科目は、環境問題・環境政策全般を取り扱う講義、気候変動政策に焦点をあわせる講義、特定の課題に関するグループ発表およ び質疑応答という3つの部分からなる。

The course is divided into three parts: the irst is a series of lectures on environmental problems and policies in general; the second part consists of lectures focusing on climate policy; in the last set of classes, students make group presentations, followed by class discussion.

地球環境学舎の成績評価基準に従いつつ、2回の小テスト（持込み物件なし）30%×2、グループ発表および発表後の質疑応答40％ により評価する。

Evaluation is made according to the GSGES standard and on the basis of mid-term and end-of-term examinations (60%) and of individual contribution to a group presentation and class discussion (40%).

自然資源は生物による再生産機構が有効に働く環境、生態系を健全に保つことにより循環的かつ持続的に利用可能となる。本講義 では、陸域、水域のさまざまな生態系における物質循環の特徴と生態系間の連環機構について概説すると共に、現在世界各地でみ られる生態系機能の劣化とその保全・修復の試みを理解することを通して、生態系と調和した自然資源利用のあり方を考える。

Considerations of how terrestrial and aquatic ecosystems are structured, work, and respond what is done to and around them. Provides basis for understanding world’s ecosystems and assists students in evaluating alternatives and in making wise decisions regarding world's ecology and resource management.

倫理的手法と教育活動は、特に多様なステークホルダーの合意形成や、学生や市民を持続可能な将来に向けた変革者に変えていく ような場面において、環境問題の解決に欠かせない。この講義では、環境倫理の基本を学ぶと同時に、環境、開発、気候変動及び 資源循環・廃棄物管理を含む持続可能性教育について紹介する。講義、ケーススタディ、フィールドワーク、大学におけるキャン パスサステイナビリティ活動への参画、グループワークや発表を通じて、理解や実践力を高めることを目的とする。

Ethical approaches and educational activities are essential for solving environmental problems, especially to facilitate consensus building among conlicting stakeholders and to transform students and citizens into change agents for a sustainable future. This course covers prominent schools of thought in the ield of environmental ethics and introduces education for sustainability, including education about the environment, development, climate change, material cycle and waste management. Through lectures, case studies, ieldwork, participation in campus sustainability activities, in-class exercises and presentations students will improve their understanding and practical competencies.

〔授業の概要・目的〕[Outline and Purpose of the Course]

The 21st century is the age of human mobility. Rapid population growth, development projects, conlict, climate change, and environmental degradation are spurring mobility throughout the developing world. Although voluntary migration may improve opportunities and livelihoods, involuntary displacement can marginalize and impoverish residents. Through case studies, short readings, lectures and presentations we will investigate population trends, migration, and displacement, focussing on impacts, outcomes and efective policies and approaches. Students are encouraged to share their experiences and opinions in classroom discussions and presentations.

Students will be able to learn more about human and environmental interactions that result in mobility and the importance of considering the human as well as environmental costs of development and climate change. By considering case studies students will gain a deeper understanding of the issues and complexity of displacement, and through group presentations they will be able to delve more deeply into speciic cases and present these issues in English.

〔授業の概要・目的〕[Outline and Purpose of the Course]

環境学を学び，問題解決を実践するための環境リーダーとしてのあり方・考え方の構築を目的とするもので，国際環境プロジェク ト等に関する講義を中心に構成する。本講義は英語で実施される。

The main purpose of this lecture is to provide students basic viewpoint and knowledge required for environmental leaders who can practically solve environmental issues occurring in developing countries, showing several international environmental projects as practical case works. All of the lectures and presentations are given in English.

〔到達目標〕[Course Goals]

本講義は、受講者が将来、種々の環境問題を実践的に解決できるリーダーとなることを目指しており、講義内容を自らの疑似体験 として消化することを期待している。そのため、講義内容のフォローアップを自ら行うとともに、それに基づく発表でその能力が 涵養されるように設計している。これにより、リーダーとして必要なマネジメント力を習得する。

This lecture course intends to foster students to be leaders who can solve environmental problems practically, and the students are expected to adsorb lecture contents as their own experience. For this purpose, the course encourages the students to conduct self-study for following up each lecture's contents, and requests them to enhance their capabilities by preparation of students preparations on issues related to environmental leaders.

第1回（4/12）　ガイダンスおよび開発途上国水衛生管理（藤井）

　水は人の生活上基本要素であり、安全な飲料水の確保と基礎的衛生施設の確保は、SDGs の1つである。本講では、水利用の基 本要素・途上国での具体例について学ぶ。

第2回（4/19）　熱帯雨林における持続的な開発：カメルーンからの報告（舟川）

　熱帯雨林を将来的にどのように利用していくか考える際、自然資源の保全と地域社会の農業開発を同時に成し遂げることが必要 である。本講義では、カメルーン熱帯林におけるそのような試みを紹介する。

第3回（4/26）　地球環境の変化と健康（高野）

　地球環境の変化は、ヒトの健康や疾病構造に変化を与えうる。種々の環境要因が健康や疾患に及ぼす影響について学ぶ。 第4回（5/10）　タイにおける家庭廃水の処理技術と管理（Boontanon）

　タイの水環境はきわめて劣悪な状況であり、本講義では、それを引き起こしている家庭廃水の処理技術の状況と管理状態につい て講述する。

第5回（5/17）　廃棄物問題と国際協力（浅利）

　世界の廃棄物問題の実態を概観すると同時に、アジア太平洋諸国における事例を交えて廃棄物管理に関する国際協力について学 び、議論する。

第6回（5/24）　エネルギーと環境（手塚）

　国際的・システム的観点からエネルギー問題及びエネルギー利用と深く関連する環境問題を取り上げ、その歴史と現状、問題解 決の考え方について述べる。

第7回（5/31）　発表・討論（全員）

第1回～6回の内容を参考に学生による発表とその質疑・討論を行う。
